They are ultrasonic scalpels. They cut and cauterize tissue using friction (actually viscoelastic damping , but everyone just calls it friction). Related devices are used for bone, eye lens replacement, and dentistry.

The most well known is the Harmonic Scalpel. It vibrates at 55 kHz with an amplitude of about 90 um P-P. That translates to about 15.6 m/s peak velocity (.000045 55000 2 pi) and 5.37e6 m/s2 (.000045(55000 2 pi)^2). It's common for the probe to experience upwards of 300 MPa of cyclical stress for billions of cycles.
